boiler ventilation laws?

i have an old central heating ststem with a back boiler ,which had a air vent to the outside,i had french doors fitted in that wall which part of it was knocked out,including where the vent was,the glazing firm are saying i dont need a vent putting in elsewhere ,the man who services the boiler saays i do ,does any one have any info to this or a standards no i can quote ,the windows were fitted a year ago now so they dont have vents either

You need that outside air for the boiler to get oxygen to burn. That will prevent it from consuming the oxygen in the house so you have a little for yourself.
